To ensure uninterrupted electronic financial transactions and ATM withdrawals after January 1, 2025, Saigon-Hanoi Commercial Joint Stock Bank (SHB) advises customers to verify their identification documents and provide biometric information in line with the regulations set by the State Bank of Vietnam (SBV).
In accordance with Circular 17/2024/TT-NHNN, governing the opening and use of current accounts, and Circular 18/2024/TT-NHNN, regulating bank card activities, all customers, including individual account holders and legal representatives of corporate customers, will be restricted from making payments or withdrawals from current accounts or cards if their identification documents are invalid or expired. Effective January 1, 2025, transactions will only be permitted when customers complete the verification of their chip-embedded ID card and biometric information against the database of the Ministry of Public Security.
This updated regulation enhances existing measures, including the requirement to provide biometric information for transactions exceeding VND 10 million per transaction or VND 20 million per day, as stipulated by Decision 2345 of the SBV effective from July 1, 2024. These regulations aim to prevent the use of counterfeit documents and fraudulent account opening and reduce the risk of unauthorized account access.
According to the 2023 Law on Identification , starting in 2025, 9-digit identity cards will no longer be valid, and customers will not be able to conduct transactions at SHB using these identification documents.To avoid disruption to account services, SHB encourages customers to check the validity of their identification documents and provide updated biometric information before December 31, 2024.
Customers with valid ID cards can complete the verification through the SHB Mobile application or at any SHB branch nationwide. Those with expired or soon-to-expire identification documents, 9-digit ID cards, or non-chip ID cards should apply for valid ID cards and update both their ID cards and biometric information at an SHB branch.
Foreign customers or those of undetermined nationality must verify their passports and visas, or valid international travel documents, along with their biometric information at SHB branches.
SHB assures that the collection of biometric information is conducted in strict accordance with Decision 2345. The bank’s representative emphasized that the seamless implementation of Circulars 17 and 18 is supported by an efficient data system, but customer engagement in updating information is essential to maintain uninterrupted services.
Customers are advised to provide biometric information exclusively through the SHB Mobile or SHB SAHA banking application, or directly at SHB branches. To ensure the security of their personal information, customers should refrain from using any unauthorized applications for this purpose.
SHB remains committed to guiding customers throughout the biometric update process. The Bank has proactively disseminated information via various channels, including print media, television, email, SMS, and push notifications. Dedicated banking officers are available at branches to assist customers with any difficulties they may encounter.
